Yes, where the tender includes one. The length of the establishment period and the handover season are what drive that number, so both get checked against the program rather than taken from the specification alone.

What if the tender has no geotechnical report for the landscape area?

Then the excavation and subgrade lines get qualified against what the report actually covers. On old goldfields ground that gap is common enough that leaving it unstated is the expensive option.
